Community Partners

Though the Community members are the prime movers in the Project PRAHARI, different partners have their important and responsible roles to play in the whole framework of the initiative. Senior citizens, the village Headman and youth are the members of the Community Management Group. By ensuring majority participation of women in Community Management Group, a bigger role is sought to be assigned to them considering their importance in social fabric and rural economy. Existing village institutions, religious and cultural circles have been actively involved so that the process of development turns out to be a grass-root exercise than `development from above`. Youth club members/Craft Associations and women committees have been made integral part of Community Management Group. Several NGOs with impressive track records and willingness to serve in interior areas have been made partners in this initiative. Government organisations and development agencies have been involved in capacity building of the villagers through training and knowledge dissemination. The existing community institutions and organizations had been the focal points for arousing people`s interest and awareness for people driven development process. Social action groups along with the financial institutions have provided the umbrella of economic support. Police acts as a rallying point to different partners in development, acting as a catalyst and as a Change Agent.

  
Selection Criteria
In selection of a village under the project the local police would be guided by the following considerations:-

A) A criminal/terrorist prone area.

B) Communally sensitive pockets.

C) Backward and isolated village with predominance of socially under privileged classes.

Change Agent
The Police would act as a Change Agent in this process of people friendly policing. The aim of such endeavour is to infuse a sense of empowerment to the people to resolve the conflict situations affecting their daily life by means of community participation, decision making and mobilizing local resources to achieve sustainable development.
   
Action Plan
To meet the objectives of this initiative, networking between different developmental agencies are started at the behest of the local police, who plays the role of a catalyst in the whole process of development and social advancement. . The methodology adopted for initiation of the project:- formal and informal discussions for building trust between villagers and the police, formation of Community Management Group(CMG) involving all sections with majority participation by women, construction of a Community Center from local resources to enhance the community bond, formulation of Action Plan by CMG and its implementation by the members. While doing so local police acts as a Change Agent to facilitate in bringing the community members together and exposing them to the different developmental agencies, NGOs for knowledge accessibility and capacity building in their effort to implement the action plan. Emphasis is being given to strengthening of village institutions and up gradation of existing skills and crafts. Regular meetings of the Community Management Groups have been organized for planning, implementation and feedback Their action plan includes not only building the community assets like road, canal, school buildings, drinking water facility and other economically benefiting schemes, but also intangible desirables like community disciplines, ethnic amity , adherence to socio-legal codes and resolution of social conflicts etc.
